Property Taxes-the "rent" everybody pays....

Property taxes are a burden. They are like a kind of "rent" that you must pay each year in order to keep the home that you already own. If that isn't bad enough, many times, this "rent" is unreasonable and oppressive. Illinois Real Estate taxes are about the 7th highest in the United States. It's one thing to "shoulder" your part of paying for local services, but sometimes the "weight" of the property tax in Illinois can bring us to our financial knees. At the very least; this "weight" can require us to "drop" other things that are important to us like vacations with our families, our children's college funds, or our retirement accounts. It is unfortunate that many of us pay more property taxes than we need to.

You may be paying too much in property taxes...

Every so often nationally respected organizations, such as Consumer's Reports or The National TaxPayers Union, will publish reports that indicate that between 40 and 60 percent of people pay too much in property tax. To be clear, what they mean by this is that between 40 and 60 percent of homes are taxed based on an estimate of value, their assessment, that is inaccurate. At first glance, these figures seem almost too high to believe. However; consider for a moment that the vast majority of assessors in Illinois, local officials tasked with estimating the market value of your home, are part time, and those that are full time are responsible for estimating the market value of thousands, if not tens of thousands of properties. Under these conditions errors would be expected.

Not acting may cause your property taxes to go up...

In addition, the State of Illinois multiplies the local assessor’s estimate of the value of your home by a factor, the State Equalization Factor, a figure, derived from its own studies of how accurately your assessor has been on average for the last three years.   In a Real Estate market where values are dropping this slows the ability of the local assessor to compensate for the decline across the board, but not in individual cases. Given these considerations it would actually be surprising to find that a large percentage of home values are not over estimated. This situation creates an opportunity for taxpayers that take action. However; if you don’t  take advantage of the current market to lower your assessment, and your neighbors do your property taxes will go up.   You don’t just miss the opportunity to lower yours, but you will also get to pay  a portion of the money that your neighbors  are no longer paying.

Learn from the owner's of commercial property...

Given these considerations and the current market it makes sense to be sure that your home is not over assessed.  Think of how much time you spend, or you pay other people to spend, on making sure that your income tax returns are accurate. It makes sense to spend a fraction of that time, effort, and expense to make sure that the basis for your property tax is accurate. You wouldn't pay income taxes based on the Federal Governments "estimate" of your income without reviewing that estimate, don't pay property taxes without reviewing your local governments estimate of your home's value.  Owners of commercial properties often have their assessments reviewed each year.  They continue to do this every year because it saves them money; money they do not need to spend. Don't pay more than you need to. 

You can make more money...

Another reason to make sure that your property assessment is accurate is for the additional money you can make.  High property taxes are a strong negative factor for buyers.  If there is any chance at all that you may want or need to sell your home in the future make sure that your home is assessed correctly.  Think about it from a buyer’s perspective.  Buyers tend to focus on the monthly cost of  the homes.  Most buyers are now paying between 6 and 7 dollars per month for every 1,000 dollars that they borrow.  Lower your property taxes by 1,200 dollars per year, and a buyer can pay  between 14,000 and 16,000 dollars more for your home and still have the same monthly payment.  Give yourself the edge.

The State agrees - you are paying too much in property taxes...

You have an advantage most people don't know about. In Illinois, and most other States, the property tax burden, by law, is divided up between property owners based on the market value of their homes. If the market value of your home has been over estimated, the State of Illinois agrees, you are paying too much in property taxes. The State provides several avenues for individual taxpayers to review and appeal their assessments. You must understand, neither the State of Illinois, or in most cases your local county government, have any financial interest in how high your assessment is. Government agencies in Illinois that play a role in the property tax system have no reason to raise your assessment above the legally mandated level of market value. Yet, the idea that the tax assessor wants to collect as much money as possible is a common and strongly held misconception. The assessor is not concerned about whether or not the school district, the library, or the fire department, will have "enough" money if the assessment on your home is lowered.

You have to ask...

Why don’t more people reduce their property tax burdens?  Simply put, they don’t ask for the reduction. You have to ask.  It is very unlikely that you will see a reduction in your property taxes, and it is much more likely that you will see an increase if you don’t ask.  The assessor’s office has already given its opinion of the value of your home; usually based on a computerized model, and the information it has available.  If you don’t ask them to review your assessment individually they won’t.  The county board of review, the board tasked with overseeing the assessor’s work, certainly won’t review your individual assessment if you don’t ask them to.  Ask for the reduction.

The right time, place, and way...

Having said that, you won’t  get a reduction if you don’t ask at the right place, the right time, and the right way. 

You need to know the right place.  It's not always where you think it is. Don't waste time. Learn where to go based on the nature of your property tax concerns.  You need to know the right time.  It's not when most people think it is. Timing is critical, learn the best times.  You need to learn the right way. Learn to say what you need to in order to lower your property taxes.  Learn what not to say.  Eliminate a few words and dramatically increase your chances of successfully lowering your property taxes and do so at the least time consuming and least expensive levels.
